The campaign is, orientated on the target group, a linked extension of the reconstruction guidance "Neue Standards für alte Häuser" ("New standards for old houses") on the building trade and subconstruction work as well as on the awarding authority.

Summary

Initial Situation / Motivation

Social housing, built in the period from 1930 to 1965, is found to hardly vary in terms of construction style and building material. The inexpensive building style entails poor building structure, poor energy performance, outdated M&E installation and reduced exposure to natural light. In comparison to present building standards energy consumption and losses in M&E installations are high.

In Austria the refurbishment of social housing shows the highest potential in minimising energy consumption; the factor is about 70%. However, the current rate of refurbishment is below 1%. A rate of 3-5% is desirable in order to avoid compensation payments of about half a milliard Euros regarding energy consumption of real estate.

A renovation guide was published by AEE NÖ-Wien and distributed amongst residents, energy consultants and civil engineers 4 years ago.

Contents and Goals

The main goal was to spread to contents of the guide amongst construction experts, energy consultants, residents and house owners in cooperation with the S-Bausparkasse in several provinces in Austria. Through workshops, targeted and tailored to the individual groups, construction details, best practice examples, planning guides and detailed installation techniques for renewable energy products and systems were delivered to achieve efficient and proper refurbishment projects. The knowledge transfer aimed to provide a decision making tool (comprising aspects such as planning, evaluation and comparison of quotes or final inspection) to realise a qualitative eco-friendly and energy efficient restoration.

Methodical Procedure

The events organised by AEE NÖ-Wien together with AEE Kärnten/Salzburg, SIR, Energieagentur Obersteiermark, the borough Tulln, AK NÖ and WIFI Mödling were well attended (40 energy consultants, 80 civil engineers and around 100 home owners).

Results

More than 200 participants, 10 articles and some best practice projects

Due to the experience gained in the project, the following recommendations can be given:

  • Extension of public funding systems
  • Citizen-friendly knowledge transfer
  • Coordination of refurbishment projects
  • Complete and fix-priced tenders
  • Comprehensive communication and awareness raising
