ÖNORM Plus-Energy: first legally compliant verification procedure for plus-energy buildings by a complete revision of the ÖNORMS
Within the project the current Austrian standards concerning building services and building physics will be revised and further developed to provide the designers with standardized calculation algorithms for the design of plus-energy buildings.

Summary
Starting point / motivation
In the current situation, when planning new buildings or refurbishments, planners depend on various planning or calculation tools (e.g. PHPP, Energy pass calculation tools or similar) if available at all. Those do not offer the most needed legal protection and show great differences to reality.
Contents and goals
The aim is to provide validated standardised calculation methods by the development and adjustment of all Austrian standards regarding housing technologies and building physics. Therefore, for the first time, planners and housing developers will gain legal protection during planning, construction or refurbishment of energy efficient buildings as well as plus-energy buildings. All ÖNORMs relevant for energy efficiency and thermal performance are, particularly through the OIB regulations in all Austrian standards, mandatory and build the basis of funding regulations for new buildings and refurbishments. Thus, ÖNORMs are the basis of the Austrian energy- and climate protection aims in the housing sector.
Methods of treatment
At first, calculation methods for plus-energy buildings will be created. Existing methods will be adapted and new ones will be further developed. The development of the algorithms is going to be realised through hygrothermic dynamic simulation of virtual buildings. Latest insights on housing technologies and building physics will so be used and virtual building models will be completed. Survey results from completed demonstration objects of the program "building of tomorrow" will be used for the validation processes as well as results from international ring calculations from the research project "Total energy use in buildings" (IEA Annex 53). Subsequently, simplified methods for general practice and learning tools will be created.
Furthermore, the developed calculation methods will be implemented in the Austrian standard ÖNORM. Since every person involved in the building process has to read and implement the ÖNORMs, a fast dissemination of results is ensured. Changes in the following standards are currently planned: B-8110 series, H 5055, H 5056, H 5057, H 5058, H 5059, H 5060, B 2501, B 8115-2, H 6038, M 7140, H 7500 etc. Validation standards for software products will evolve for all the calculation methods. To guarantee the implementation of the new standards all relevant persons from ÖNORM - committees relevant for plus-energy buildings are involved in the project. New versions of the building regulations of the very slow processes of calculation methods for the energy certificate are issued regularly in Europe. The incorporation of project partners in the work on international standards (CEN TC 89, ISO TC 163) secures, that the results of this project are implemented in the updates of the European Standards.
In the last work package demands on housing and non-housing buildings as a relevant part of the new determination of Austrian energy- and climate protection goals will be developed. In the process the European and international development and the representation of plus-energy buildings in the new energy certificate 2012 will be observed.
Expected results / conclusions
The standardized calculation algorithms concerning the building services and building physics, revised and further developed during the project, will provide the designers for the first time with legal protection in the design of plus-energy buildings. Through cooperation in the international task commitees for standardization the results will flow into the update of the European standards.
